True, my red ranger with damper has high 13's 1/4 mile times. The Biggest gains have been damper and Decals. I dont think my 5 star tune, 91 gas, downpipe, 3" frontpipe, catback, mishimoto intake/intercooler with charge pipes, or blow off valve gave me any gains at all.

I'm assuming you mean your tires were patched, but if they actually have plugs you should take them in to be removed and patched asap. Discount tire will patch them for free, though I am unsure if them being at the wear bars will make a difference. Plugs are fine as a temporary/emergency...

Tremor says 39psi cold. I run them at 35psi cold, which is roughly 39-40 when hot, depending on temp of course. Completely different for off-road though :like:
