You can buy the exact same unit that is built into the visor on Amazon for $150. Put it wherever you like and connected it to an accessory power fuse so that it only has power when the key is on.

I'm happy with it. I chose 5star for the warranty they offer. I went with the 6 yr 100k. I do idle lower than 1500, but when driving it tends to not go below 1500.
Liability yes, but more than likely the concern is you are in an catastrophic accident that is somehow blamed on the tires not being the correct size. Since they are the installer, they could be responsible for damages, which could be millions.

I upgraded to my first car with heated seats in 2017. I swore never to buy another vehicle without them, or to install them if they were not available as a factory option. It's about so much more than just warming a cold seat during winter.
It could be that I have a 5star tune, but my engine never goes below 1300-1400 rpms or so and I don't seem to have the described issue. I had to verify to be 100% sure. It usually only goes down to 1500, but can go a bit lower under certain conditions.
