I think you're looking at Ranger, Bronco, and Toyota. Chevy also has the 6 on 5.5 but at a smaller hub bore. Keep in mind with Toyota (add 4Runner and Sequoia in addition to Tacoma/Tundra) you might want to grab some hub rings since they have a larger bore.

I bought a set used not too long ago. Installed them at my coworker's place with a lift. Fishing bolts and nuts through the frame was a PIA, but that would be the same for any that mount through the frame holes. They've taken a couple hits already and pivoted over a rock without issue.
It is probably going between 5V and 12V. Being 12V only when the lights are lit. Your meter probably isn't reading it fast enough to display. You would need a scope to capture the waveform. Try again with the brake pedal depressed.
Don’t go with a hi-lift unless you have aftermarket beefy bumpers or sliders.
