Can you clarify the other measurements? 285 is just the width of the tread. I tried to zoom in on the pic and it might say 285/70/R17, but honestly, it doesn't look like it says 285. Kinda looks like an even larger number.

You might check/clean the the throttle body. I had an actuator that was sticking on an Ecoboost motor once and it threw a similar code and behaved the same way you described. Rough and low power.
