The black one looks like it has a ton of mods, so I guess I couldn't completely scoff at the price. But the blue one looks stock except for the wheels/tires, so $13k or $14k over a Lariat just seems crazy.

That's not bad. But $13k? No thank you. Buy the wheels and tires and grill for $4000 and you're pretty much there for a 1/3 the price.
