Got my Ranger over the weekend.
I can only speak for CA, but dealers have gotten in Fast Cash Certs this last weekend. I was getting internet quotes and one of the internet sales guy highlighted it in his quote. From what I have read, they are basically Ford dollars given to dealers to help 'sweeten' the deal and used at dealer discretion since they only get a limited supply.
Long story short, I was able to squeeze from another dealer $1000 in fast cash certs in addition to other ongoing stackable rebates.
Total: -$5000 off of MSRP
-Costco Auto
-500 Ford rebate
-1500 conquest
-1000 Fast Cash certs
-500 Dealer rebate
