Could be a gag photo, but given that he is sitting in a tray chair, wearing institutional underwear and a full bib leads me to think he is developmentally challenged. Maybe doing well to feed himself.

All too often a piece of paper is worth just that, a piece of paper.

I used to teach computer networking classes.

There was a minimum certification level required to attend the classes so that precious time wasn't wasted going over areas they were supposed to already know.

I can't count the number of times I had students who held the required certification but were absolutely clueless on how to apply or use it.

Their "certification classes" had basically taught them to pass the certification exam and that's it.

I sent lots of them home the first day.

sadly a lot of places cant send them home anymore... they are forced to push them on to skate em by. that way the schools get the green and the numbers look good for the false graduation rates.
