I was reading how some owners added Terrain Management to their Ranger. While I was reading how the system works, it says the mud/rutt setting manages power to all four wheels for maximum traction. Does that mean this system could provide power to all four wheels if needed? Even if you have 4x4 with no locking differential?

Kinda but not really. It's a trick with the braking when it feels wheel slip.
