Scuff marks on wheel from hub caps

So I recently picked up a new to me 19 Ranger XLT. It has the "black" wheels, which turned out to be some cheap hub cap covering the rim as apparently paint cost too much. My question is, are these marks on the actual wheel itself easily repairable? They appear to align with the attachment points of the hub cap. I just don't see the benefit of these on the wheel as they appear to cause more damage than they prevent. They appear to be ready to clean up as this one pic I took was only a quick attempt that I did and will do a more thorough deep clean if there is a way to clean up these scuff marks. The wheels are basically painted with clear coat over the paint, so any paint repair method will work; polish, buff out the clear, re-clear, re-paint, etc.
