Yes, it is vinyl. It's 3-4 times the thickness of a regular vinyl sticker, so it looks like a piece of thin plastic, but it's not.
You need a heat gun or wife's hair dryer to remove it properly, but it will easily come off in one piece if you take your time. Just start at one corner and slowly peel it off.
Pure body color paint underneath.

I agree with Jason. That C-pillar seems off. I'd either 1) continue around the remainder of the cab to have everything black or 2) remove the red portion you have highlighted in the first post's fourth photo (to look more like the Tacoma).
