OEM Mudflap Install drilling?

So I bought some of the custom molded OEM mudflaps, but one part has me a bit scared and that is drilling into the fender flare to install. It looks like a relatively easy process otherwise.

However my question is: How do I ensure I don't accidentally drill into metal? (causing rust/etc... if there is damage to it). or is it basically impossible to mess up this install?

I got the Ford OEM molded mud flaps and had to drill a few holes in each fender. I put the mud flap on with the screws/clips, then used a 1/4 inch drill bit to drill the holes. The fenders are plastic and the drill bit shouldn’t go in far enough to touch anything else so I wouldn’t worry too much about causing rust. Just remember, measure twice, cut once.

You are only drilling into plastic and unless you are going crazy with the drill, you won't hit metal. It doesn't take much to drill through the plastic and you will already have the mud guard installed with the metal clips that are used as well, so there is no "guessing" as to where to drill the holes. There is enough room to drill without removing the tire but it does help when working on the front mud guards, to turn the wheels. Drill slow and careful and you will be fine. I installed the Ford OEM mud guards and it was very easy and I think I spent about five minutes on each one (and I usually work twice as slow as most guys).
