Try setting Windows compatibility mode to W7 for the Forscan app. Also what type of OBD cable are you running? Have you tried the latest build of Forscan? Some off brand or cheap cables are known to cause issues.
Last thing I was able find was from the Mustang forums related to it telling you "If PCM has a custom tune installed, please enter stategy/calibration name or part number of Factory PCM.”

This thread outlines this issue and what is needed to get the original codes. From what they are stating and Forscan reporting back, it could mean that the truck was reflashed and it cannot detect the strategy information. That doesn't mean that it has a tune on it, but perhaps the dealer reflashed it as part of a recall service and it is jacking with Forscan.
