Finding electrical tape coming off in the engine bay

Got my engine cover from benny @LevittownFordParts.com (I am sure he pulled it, packaged it and delivered it himself) and surprise how much it finishes off the engine.

But I noticed a lot of electrical tape laying around or coming off. Some I could figure where it went others no clue.

Should I waste my time and go cover all connections where the wires go in?

They taped it for a reason, so yeah I would re-tape(using higher quality tape) the harnesses.
