HID Headlight Troubleshoot: Driver Side Intermittent

I installed some HID's. Just standard ones, 35w. The passenger side works fine but the driver side has difficulty turning on. It will flash for a fraction of a second upon activation but not stay on. Turning them off and on a few times usually gets it to eventually work.
I swapped the bulbs, wire harness, and ballasts one at a time with the passenger side. Passenger side always works, drivers side always has the problem no matter what the combination.
I put the halogen bulbs back in and on the first activation the drivers side had the same problem, but since then has been working fine.

Any ideas?

I had a similar issue. It turned out that the contacts in the plug/harness were bent a little from my install and I just needed to bend them back in place to get better contact.
