Bed stake pocket accessibility

Does anyone know or recall if the bed stake pocket covers are removable ? I plan on installing a removable "headache rack" to carry a 12' fishing kayak using the BackRack mounts or maybe making my own. The rear will be supported by a homemade vertical support that uses the hitch receiver that will also allow the tailgate to open when installed.

From what I can tell that bed stake pockets are hidden under the factory plastic rail cover. I can’t confirm that however.
