    If you have something plugged into one dash power point, that fuse when removed, would show voltage across the fuse socket. The one with nothing plugged in would show 0 volts across its fuse socket.

    Another test is to check the fuses when removed, with an ohmmeter. There should be close to zero ohms across the fuse blades.

    Then the BJB is probably good. Try switching the two fuses and see if the problem goes to the other power point on the dash. If it does change, then that fuse is bad.

    It may be possible to remove the BJB and take it apart to look at the bottom side of the circuitry and look for broken connections to the fuse holders that are not receiving power and repair them.

    The way a Set/Reset (aka Latching Relay) relay works is there are 2 coils in the relay. The set coil when pulsed, turns the relay on and it latches on. A reset pulse on the reset coil unlatches the relay and it turns off. The shop manual is showing this type of latching relay.

    If F29 has power, this proves that the FETs are working and there appears to be open connections in the BJB to some of the fuses. Was there any evidence of water entry into the BJB?

    Yes, that is correct, they are both connected together and both should receive power at the same time. It looks like an open connection in the BJB to F16 fuse holder.

    I assume that you checked both F16 fuse sockets for power and found none, but you had power on F10.

    Then there would seem to be an open circuit inside the BJB, since F10 and F16 are connected together and fed from the same connection to the relay as shown in the diagram that I posted above.

    Is there voltage at F10? I think F10 feeds the left dash power point. Check with truck running.

    Before diving into electrical issues, check to make sure that the 3-position toggle switch between the front two overhead lights is not pressed to the right. It should be in the middle position. The right-hand position turns off all interior lights.
