Are the steel wheels painted? If so, it's a non-issue. You do not want to run them without the hubs being centered or it could cause huge vibration.

Just looked at the "fix" you are definitely going to be losing boost, that's intake air post-turbo. If anything this is just masking the symptoms of some bigger issue and reducing the effectiveness of the turbo. :thumbsdown:

It's aluminum so who knows. You can fix pretty much anything with enough bondo. I'm betting that hood isn't cheap though.
