It probably has to do with the shipping method. Almost all the window stickers that have arrived at dealers say convoy as shipping method. I have only seen two that were rail, both near St Louis which has a GM assembly plant just west of town with a large rail yard to ship and receive autos.
The 20.7 is for the whole trip. Interesting that the first day was only 21.3 on highway from LA to Vegas (200 miles). Next day did the off-road at Moab, and over the mountains in the snow and only dropped average .6 mpg.

The one above from Roberts Motors in Alton, Illinois was shipped by rail probably to St Louis. The ones going to the east and south usually say by convoy. Should start seeing them showing up toward the west.

You are right. But in looking at ford manuals, this is the only one that actually lists a non-brake weight. Even the towing guide only states about the GVWR being the braking capacity on page 40.
