I am not quite sure what you are referencing, this is what mine looks like. Also your bumper is mounted to high up. There is supposed to be an 18 to 22 mm gap between the bumper and the fender.

I cut off the deutsch connectors on the lights and added standard h11 connectors to the lights to make it plug and play, and yes mine came with the lights.

Heres a pic of me installing my ARB bumper. I'll be finishing up the install tomorrow morning and will make a thread in this section. For the price of a ADD bumper I think the ARB is a better buy, but I like this style of bumper rather than the prerunner style.
