I'm not sure how your roads are in your area, but where I drive the pavement material is inconsistent.
It can be dead quiet, one mile, then grumbling the next. You can see the surface is different.
The places where tire chains are in high use, it really rips up the surface and the road noise...
This doesn't need to fix the drip issue.
The drip issue is from something else.
As far as reducing noise...anything that creates a barrier reduces noise.
The better the material, or additional material, helps improve that.
There's clearly things you could do to improve this for sound deadening...
I'd be leery of the chain loops.
You don't want to be the guy to find out they weren't up to the task.
All it takes is that one time where the pull was just too much.
