I found this post on the Blueoval forums from Fuzzy (who works at MAP) to explain what happens during OKTB, the main difference being we have the Verified retail order program so our retail orders are being scheduled before OKTB. They still will not ship...but hey, at least they will be built. :)

Nope, it surprised all of us when when we started receiving Vin numbers and build weeks. I had Fuzzy check into it with my vin number, it turned out to be something new that ford was trying.
Everything is on hold till OKTB is achieved. Units built prior will be inspected before shipping. Fuzzy on a different forum works at MAP say it may be a while yet before that happens.
I really don't understand why some of these dealers would not be interested in pre-sales. I mean really..here is a sure thing sale that does not affect their vehicle allocations. It like free money for little work.
A few things here:
1. at this point it is unlikely a stock order will get build sooner
2. a dealer does not have to have an allocation to get a verified retail order (this very reason I could got to my small dealer)
