Yes, it should absolutely be free when the truck has a known issue and is still under warranty. The whole diagnosis for Doug's truck is likely crap to sell unneeded work. A new EGR, covered under warranty, including the diagnostics should be paid for by Ford.

You do not have the problem I have. I can downshift to raise rpms and still get the bucking if I try to maintain speed on a level road. I am now feeling the problem on the interstate at 70 MPH when I crest a hill and the truck momentarily coasts.
Interesting! Mine is at the dealer for nearly 3 weeks or I would try this. My truck is always parked on level ground and often goes several day without being driven. Almost sounds fluid-related. Do you know if your transmission fluid has been checked?

My Ranger has around 23,000 miles on it. Had TSB 20-2339 done around 2 months ago which made no difference.

Yes! This is turning out to be an epidemic. There are a bunch of discussions here about this problem in various forms. Mine started out barely noticeable and gradually got worse to the point where I wasn't sure I should drive it. My dealer is at least acknowledging the problem now.
Update: Two weeks ago the commercial sales manager and my commercial sales rep from our local Ford dealer came to my office and picked up the truck. I received a call from the rep Wednesday telling me they now have four (!) Rangers there with the same problem and Ford does not know what to do...
