Yeah, that was changed on SYNC 4. There they have it set to where you can access the Ford VR regardless of CarPlay being active or not. SYNC 3 it's only Siri with CarPlay active. Common complaint, hence the change in SYNC 4.

And you're using the same map update drive? You don't get the pop-up to acknowledge the map update will begin? Worst case you can tweak the autoinstall.lst script to install the missing voice packages.
If that doesn't fix it, also check to make sure you have the latest voice pack installed. I've run into items before where someone updated from v3.3 to v3.4, but only did the apps package. That'll break USB play commands for sure given several changes made along the way.

Voice commands aren’t supported for Bluetooth as next to no phones support indexing. It should index it when it’s connected via USB and then would be available while CarPlay is not active. Another solution is dump the media on a thumb drive.
