It is 100% illegal to run non-DOT compliant headlight bulbs while operating the vehicle on-road. Off road, you'd be correct. He's not going to get a ticket, but that doesnt mean its legal. Running non-compliant bulbs front or rear usually just ends up determining fault during accidents...
