If you had a rack on it, I'd imagine you'd need to stand on the tire to get to the top. I'm 5'9" and can reach up there when needed, but dont currently have a rack.

Yes - I cant say negative things about them as a company. The rush shipped new lights to me and gave me 6 weeks to install them. Really Class 1 customer service.
