obviously driving habits affect your gas milage. but KO2's are also VERY heavy tires. that has a big impact of mpg's as well. as I recall they're something like 15-20lbs heavier than the stock tires, each.
the hot air intake is certainly not going to help either...

Most depts in my area are utilize Whelen, most other products dont stand up to time and weather in the north east. Its also what comes prewired these days from the factory. (yeah they do that now)

Whelen makes the best stuff. a quick google will show who in your area can install them. if you area asking if anyone makes anything Ranger specific, then I dont think so. the only vehicle specific stuff youll see out there is for vehicles that police departments use on a large scale... i.e...
