IIRC, there's some additional hardware changes needed to support this. Only a handful of vehicle support it today, mostly lux OEMs.
Nav or Non-Nav? The 381 isn't region specific, but the 391's updated with that release would be.
You’d get it as either part of some future v3.3 or v3.4 (see Escape, Explorer) drop. It’s a when vs. an if scenario. I’ll update the thread once I know an update is out that addresses it.

Just for giggles do a Master Reset if you haven't already to wipe everything. If that doesn't clear it up, you can try to load the version prior from this post.
I think someone is working on trying to provide dealers with a little more detail on software changes at least. Only "official" method for reporting problems is same as usual, contact a dealer / FoMoCo customer service.

Yep. The latest update -391 has a fix for some street names being read out poorly for Nav. That was mainly a problem in some European countries though.
Can you switch stations using voice vs the screen? Could be a radio issue as well. Like the others noted, update to the latest software and check if that addresses it.
