Did you try another electrical device to see if the outlet is powered? I run a nightlight and charge my phone from the USB port, and they always work while the truck is running.

Can you elaborate on the burnt valve issue? are you talking the old 4.0 motors or the new Frontier 3.8? I've been looking at them casually with my son, and my 2005 frontier was mechanically solid thru 189k plus miles.
The post under yours is Granger Ford. I would canx my order w/ dealer you have tried to work with, and hit Granger up. I luv the Ranger, but Ford has some dealers that defy logic. IDK how they stay in business.

I considered the new Frontier supercab, but didn't want to wait/ If Ford made a regular cab Lariat F150 I would have gotten that. I already have a colorado that has been passed down to one of the kids. I've downsized from a Chevy 1500 and F150 to the Ranger.
FWIW I bought mine in JAX, because I couldn't find the truck I wanted here in S FL. You have to look around. Good luck, and it sounds like you are on a good path.
