Do you know if the fuel pump is located in the gas tank, that could make a big difference between sputtering to a stop and a overheated fuel pump.

It was intentional when they ran out of the tiedowns, and they should honor the claims of anyone who only has 4. I see no issue in bringing up that someone should have all 6. $30 in tiedowns may mean little to most people, but for some it is the fact of the matter, which may be the deciding...
