On the Lariat FX4 that I test drove, it was easier to latch the rear seatback from the passenger side. Placing your hand on the seatback at the latch location and giving a firm shove will latch it every time. Yes, it takes way more force to latch it that one would typically expect.
I went for a test drive in a Lariat yesterday and took a closer look at the cover/shroud. It appears to be made entirely of a high density foam, and apparently its purpose is to deaden the sound from the fuel injection system. It's too bad that Ford doesn't include it on all Ranger models.
