Rod the problem for fullscale is that in Canada we do not have the option of two wheel drive, we can only get four wheel drive. For a Canadian to buy a 2wd American truck then import it to Canada would be far more expensive than just buying a 4x4.
A big thing on putting the yakima stuff on your finance is you end up paying more for the accessories, due to increase in interest abd a few other financial implications. It's money wise smater to buy those things out right rather than put them on your finance price.

If you want it to fold, no, at least not yet from what I have seen. The only ones I have see are the sliding covers that mount inside the bedrail. I haven't seen a cover that folds and supports the riser on the bedrail. If one is made I look forward to seeing if it will fit my purpose to.
