Let's acknowledge that when I took the VT out the hood flutter stopped. The water splatter was right above the vent where in bad weather the it entered the VT and blasted against the underside of the hood. That stopped too.

Side note, it is pushing more air but not into the intake it's breaking that hood to radiator core seal and making hood flutter (at least for me). Stock is still pulling cold air, and air still is being generally forced into that area by the resistance of the radiator.
