I have mine set to 85% in Forscan and it wouldn't charge beyond 12.55V even with my NOCO Genius5 charger directly connected to the battery terminals for 3 days. So in my case, it is likely a sick battery.

It looked like they attached the tow strap to a safety chain hanger instead of using a shackle hitch receiver? I doubt the chain hanger is rated for much of a pull.
I have this (Harbor Freight version) and really hate it due to the location of the filter and how hard it is getting it to grab on. I switched to a Lisle 63600 which has spring tension to hold it on the filter.
