I was pulling the fuse (both slots) and placing both test leads onto the pins in the slots. F10 is showing 12+ Volts, F16 does not. I've rechecked a few times.
I think you're right in that there might be a fault between the F16 pass side pin and the power point.

F10 has good voltage either across the pins, AND from the driver's side pin to ground.
F16 has NO voltage across the pins, but does have 12V from the driver's side to ground.
none. it wasn't even dusty inside the box. I live in Southern California, so its pretty dry.
It might have been bad luck, or a poor part? I'm guessing that a whole new BJB is going to cost more than I want to spend. I've still got the one power point at least.

Both Fuse for 17 and fuse for 29 have continuity. Both visually look good.
F17 (cargo bed) does NOT have power at the fuse. My aftermarket 12v socket in the bed does power up.

I'm seeing that F10 and F16 are connected after the relay output, which doesn't make complete sense to me, as they should both be getting power?? Perhaps the relay has two parallel outputs.
But, unfortunately, you might be right a fault in the BJB.
There is power at F10, which feeds the passenger side (right) port. (called Aux port 1)
There is NO power at F16, which I assume feeds port 2 (on left/driver side)
checked with truck running.
I'll have to dig up a ODBII scanner and see if I can read any codes.

I've pulled and checked the F10 and F16 fuses, they both had continuity.
I replaced them anyway with new fuses, but still no power on the left side.
I'm wondering if it's an issue with the relay (which is marked as non-serviceable)?

You are correct.
The access panel on the tailgate is easily unscrewed from inside the bed. Opening the latch does not trigger the car alarm.
Pop-rivet the panel shut. It takes only a few minutes and is an easy job.
Hopefully the next generation will eliminate the tailgate access panel...
