It puts the vehicle in tow haul mode. It optimizes the shifting and engine power when towing a trailer.

From Page 153 of the 4th version of the 2019 Ranger Owner's manual:
Tow Mode
E246592
To switch on tow mode, press
the button on the center console
until tow mode is active. The
indicator light illuminates in the instrument
cluster when the system becomes active.
The tow mode feature:
• Moves upshifts to higher engine speeds
to reduce the frequency of
transmission shifting.
• Provides engine braking in all forward
gears, which slows your vehicle and
assists you in controlling your vehicle
when descending a slope.
• Depending on driving conditions and
load conditions, may downshift the
transmission, slow your vehicle and
control your vehicle speed when
descending a hill, without pressing the
accelerator pedal. The amount of
downshift braking provided varies
based upon the amount you press the
brake pedal.
The tow mode feature improves
transmission operation when towing a
trailer or a heavy load. All transmission
gear ranges are available when using tow
mode.
To switch off the tow mode feature and
return to normal driving mode, press the
button on the center console twice. The
indicator light turns off when the system
turns off. Tow mode also turns off when
you power down your vehicle.

It does not lock out any gears as noted in the post above from the owners manual. I have observed my Ranger shifting into 9 and 10 while in tow mode.

Tow haul mode can be a very fun gear to say the least. I've noticed it definitely helps out when you are in the hilly areas. It more or less simulates a heavy load in a way which is why it helps out on that part. Also when at a lower speed like 60 miles per hour for example it will not let the transmission go into 10th gear. Sometimes it won't even let it go into 9th. It can make the Driving Experience different but sometimes more satisfactory. The best thing I can say is use it when you are Towing or when you are in a area with a lotta uphill situations.
