I had the same problem when I tried to install the 2 missing tie downs. I removed the bolt, saw they were clean and no damage to the threads, check the bolt hole in the frame...it also was clean. Tried a little lubricant to no avail...the bolt seems to dead lock about half way in. I have a power drill...do you think I'm just lacking torque to seat the bolt? I'm going really slow to install these things. Things seem really clean and like I should just be able to tighten it up...the bolt moves easily till about half way. I haven't tried the tap yet.

I also stuck a small screwdriver in the bolt hole to see if it was blocked...no problem.
I wondered about the wrong size bolt. Ford gave me 4 with the 2 tie downs. Of course, I threw away the package. But I do have the paperwork. I'll check.

The paperwork said S450B bolt. Whatever that means. I guess I'll have to talk to the Ford guys. I got a bug shield at the same time...that was destroyed in the box. That was returned...I guess I'll be busy doing simple things a couple of times...sigh.
Don't use power tools. Use hand tools.

That's the correct bolt. Chase the threads in the hole with a tap.

Look at the bolt. Are the threads ok?

WOW....thanks John. I'm off to Lowes.

That's the bolt, and the threads look intact. I didn't push the bolt to hard.

I figured if I had to force it...not a good thing.

It's nice for you to break it down very simple. I appreciate it.

Be sure to let us know how it turned out... when using the tap just run it in a little, then back it out to clear any chips, run it in a little farther, back it out to clear any metal chips... and keep doing this until it finally spins freely . Patience and a light touch are key!

And be sure to buy a tap handle. Don't try to use an adjustable wrench.

Got 'er done.....

Very easy with the right solution and tool. Bolts set and tie downs tight.
I saw stuff come out of the bolt set with using the tap...never saw it till I worked the tap through the bolt set.

I did buy the kit with the handle and a lot of taps and dies....never can tell when they will be used.

Thanks for all the great advice.
