front seat head room driver vs passenger

The other day, I drove a 2020 XLT that had manual seat and the head room on the drivers and passenger seat seemed the same. Today I got to seat in a used 2019 Lariat with power seats, like the drivers seat, but the passengers seat did not go as low as the drivers seat or the 2020 XLT seat. Head room was about 2" shorter than the other seat. Is there something wrong with this truck or is that the way it is?

You can check the wiring harness under the passenger seat. They are a tad long and may be in the way preventing the seat from lowering all the way down.
