Yes actually give to my wife's family. Their mayor my wife said not giving. So guessing their pocketing.
The guards are not police but they are armed. At night they carry 12 Guage and handgun.

I remember my elders getting monthly aid called 'commodities' several years ago. It was dry goods like rice and beans and a few canned goods. They also received a block of cheese of about 5lbs. I don't know what kind it was, but I remember it was good stuff.
