ALL 5g Rangers have the new design. The OG 2.3 litre Mustang engine used the slotted bore bridge design unlike the 2.3 litre Focus RS and Ranger which have a cross-drilled bore bridge design.

My truck has had some rusty factory Motorcraft plugs and I have switched them out. The new ones don't look to have the same problem, but I also check them more often now. My driveline is also "lurchy" when cold, but many others have this symptom with many more miles than I do...
The lack of initial spring tension is by design. The compression pressure from combustion gases "push" our "loose" rings against the cylinder wall creating a better seal than a ring with high initial spring tension.

I think @Msfitoy mentioned he was going to stick a scope to look at his valves. Since his is one of the highest mileage Rangers on here, it should provide valuable data.
I'm sure just a mild coating of fresh engine oil will do wonders for rust prevention, but something in my mind tells me that I should never coat plugs going into an aluminum head. I don't know where I got this or if it is even true, but for some reason aluminum head + coated plugs = red flag.
Out of curiosity I pulled my plugs, and they were all rusty on the threads. Not to the point of seizing but bad enough that I didn't want to put them back in. The plug tips looked great themselves.

Lets clear up a couple misconceptions about the FPP tune though. You don't need a dealer to install it, and you can switch back to the 87 stock tune anytime you want. I do it all the time.
