This happened to me when I first got my truck... I master reset sync 3, deleted the truck from the ford pass app then re-added it and started the authorization process again. After starting and shutting down the truck a few times with 2-3 minutes in between each startup it eventually popped up...

Adaptive Cruise Control with Stop & Go relies on LIDAR for low speed stuff and the RADAR for higher speeds. The Ranger is missing the LIDAR, hence no Stop & Go.
Sync should update if you connect to your phone's hotspot, or a wifi connection at home as long as you have auto-update enabled. You can also manually check for updates once connected to wifi/hotspot.

Ford Pass will be free forever, but the hotspot will still be a paid feature through a cellular provider. I believe its ATT in the US and Bell in Canada.

The AT&T Hotspot is so other devices can connect to your truck's internet connection, the truck is already connected always if you've subscribed to the data service.
