Forgive me, I misspoke! Looking back at my own photo, I see there is a tiny piece of velcro on the back of the seat buckle. Having said that, it wasn't enough to stop the rattling noises.
Mine did not have velcro as you noted. Even if the male end of the buckle was properly seated where they hang (when no one is sitting in the passenger seat), they still rattled every once in a while. My OCD could not take that abuse ;)

I had the same issue with the seatbelt mount on the passenger side. I stuck a piece of D-shaped foam gasket and solved that (pics below). I do get more road noise than I'd like and I've thought about adding more foam/rubber insulation around the doors.
No issues with my 2019 4x2 Lariat at 59K miles (with all my mods). Mostly city/highway with very minor off-road driving. Still love my truck as I did the day I bought it!
