Unless it’s a mechanical breakage or binding then it’s the throttle body position sensor (TPS). The binding might be fixed by cleaning and lube. Mechanical breakage then wholesale replacement. TPS should be replaceable, unsure if it is.

Yes there’s the pads up front on each side where the hood rests. They adjust up and down by turning them. They might be stiff but they turn. Mine was like that too.

I just bought Toyo AT-3 to replace my hankook on my FX4. Great tires but I’ve always been partial for Toyo. I didn’t get the LT version because of weight. I have the same tire size as you. They are surprisingly quiet.
