I'm in Texas, but when I travel to Oklahoma, I get similar fuel mileage because they have options for Ethanol Free gasoline that doesn't have high price mark-ups. You might be getting Ethanol Free gas even if you are not selecting it.
I don't know if this is your problem, but the pre-collision feature might not work if the windshield, in front of the camera, is dirty, especially in a way that the camera can't detect that diagonal line. It wouldn't throw a code because nothing is wrong with the vehicle.
