Is there something inherently wrong with the existing tiedowns? I'd say there would be a market for rubber plugs to keep crap from going into them over time. I can see them as a place for all kinds of dirt, insects, rodents, etc to enter and start building a life in the body of my truck.

Finally answer appears to be No

After careful evaluation of the 2019 FORD RANGER truck bed, we see that the panels don't have any bends or creases near enough to the oval, sidewall holes to help stiffen and strengthen them. Not only is the geometry of the panels weaker than it could be, the material is aluminum, which is not as strong as the high strength steel. The elongated, sidewall holes in the 2019 Ranger are not good locations to install Bull Rings. We will continue to research Bull Rings for that truck—as we anticipate it will be popular truck for Ford. But there are no Bull Rings currently available to outfit the 2019 RANGER.

Note that the bed is not aluminum. Not saying it'll work, but not for that reason.
Yes exactly there has been a shocking lack of knowledge about the Ranger by vendors.

If you have a large load it would be nice to have tiedowns closer to the top of the bed than the bottom--fishing all the way down is a pain. It's definitely good that they're included, but the locations aren't the best for all needs.

Driving trucks for the last 20 years, and I've had this problem a lot. I don't know why I didn't think of it earlier :)

Same thing I feel about the lack of stake pockets. My last few rangers had a rubber thing that would be mounted in the pocket and when you cranked down this eye bolt the rubber would get jammed in the pocket creating a real nice top bed rail tie down location.

That looks extremely possible.
I also found out that these holes are used to secure the optional accessory tool boxes on either side.
anyone have an idea what the pull strength / load strength is?

We are working on it this week.

We would love to have you come up for a photo session and get your Bull Rings free in a couple weeks- How about that ?

Why not use a clamp such as is used to hold down a shell/cap for a bed top anchor?
